The European Commission posted a Quick Guide to the EMC directive 2004/108/EC on the europa web site. EMC Quickguide (April 2009)
This guide, while having no legal weight, should prove very useful for the detailed content, such as helpful links regarding EMC in the EU, a detailed matrix summarizing the requirements, and a sample declaration of conformity, complete with instructions.
